Do you have any of your own thoughts about why this is?

Please note that all LQ members, including yourself are not urgent paid support.

Have you tried to look this up?

Please read the link in my signature about how to use this site, and please update your question.

As it stands, an urgent "tell me" category of question is not the type most are inclined to answer.

Because the system load is changing. Sometimes processes are more busy, sometimes less. Or: Sometimes more processes are busy, sometimes fewer.

Why is this an urgent question?

did anything lock up, or explode? what are your temps.

CPU's run at different speeds all of the time.

cli this
Code:
 while [ true ] ;
do
lscpu | grep "MHz"
sleep 2
done
just watch it for a moment ..

There's things like top, htop, nmon and such that can monitor per process usage. Discover for yourself why it's not stable. Plus CPUs will throttle up and down depending on thermals and demands.

If you want an on-going, graphical representation of what your CPU is doing at any moment in time, there's GKrellM.

From the GKrellM website http://gkrellm.srcbox.net/:-

Quote:
"...GKrellM is a single process stack of system monitors..."
You should be able to find it in the Mint repositories. This sits permanently on your desktop.

Or there's 'gnome-system-monitor' or 'mate-system-monitor'. Again, both will be in the repositories. Very similar in concept to the Windows Task Manager.

As others have said, CPUs don't sit still. Not for a moment.....because they're constantly working. And the load will vary from one second to the next.

But no way does this qualify as 'urgent'.

I've attached a short .gif file of my own gKrellM install. This will give you an idea of what I mean.

What is really "urgent" here is that you select a better and more descriptive way of communicating your problems.
