Help installing hping

I recent'y installed hping2 with synaptic but when i type it in the cmd line it says cmd not found. Ok, well i went back and seen a hping avail for download too and figured i would give that a try but i get an "error rpm(1)" on install any ideas whats going on? I thought, am thinking about downloading the source, but the source is release 2, which i assume to be hping2 but it isn't running. Thanks in advance for your help
