What is the permission on the vga dir. Mine looks like this.
ls -l /etc/ |grep vga
drwxr-xr-x 2 root root 4096 Jan 6 2003 vga
what is the permission on the file?
ls -l /etc/vga/ |grep libvga

I don't have that file, so don't know what it should be.
