Are you passing any parameters to tail or head? -n 50? -c 30? Where -n is lines and -c is characters. Are you piping any data to head or tail?

# tail -f /var/log/syslog

$ cat /etc/motd | head -n 5

And various other use cases, they do not work as stand alone apps as they deal with data, not generate it.
