That is a system administrator's job. Are you doing this as root?

To change to the root account, use these commands from your user account. Note the change in the prompt.
Code:

[fancy@tinwhistle fancy]$ su -
Password:
[root@tinwhistle root]#

Linux Newbie Administrator Guide

Tell us exactly what you typed if you actually were root and got those messages.

There is root and then there is root with limited power.

To change to the full root account, use these commands from your user account. Note the change in the prompt.
Code:

[fancy@tinwhistle fancy]$ su -
Password:
[root@tinwhistle root]#

This worked for some people:
Go to the 'sbin' directory and
run the command as if it was a perl script ./groupadd and ./useradd
