If you're asking how to create partitions on a disk, you can use fdisk or cfdisk. There are probably other tools available too. After partitioning, you'll want to format the partition(s).

If you want some GUI program to partition a disk - You might want to check gparted

It should be in your distro's repositories.

If you're asking how to find the size of partitioned and unpartitioned disk space, then again cfdisk will help you. Just type (as root)

cfdisk /dev/sda
(substitute your drive name for /dev/sda) and you'll see all info about it. The same program can be used to (re)partition the drive.
