I'm actually running a LINUX HLDS server as we speak right now.
To be absolutely honest, I think the only thing you actually need is steam for LINUX, broadband, and a good bit of time. If I'm not mistaken, you can download everything straight from Steam w/out having to install all of the games.
But, that big .bin file that comes with it is fairly simple to use.
If you are using the latest steam server, make sure to create the /user/steam directory, because that's where the .tar.gz is created (why, I don't know). But, other than that, just execute the .bin file (making sure the file is executable), and it will create the correct .tar.gz for ya.
