Now that you have deleted Ubuntu that contained grub configuration, it is not loading. You need to recover the mbr from windows. If you have windows XP installed, you will need the cd for it. From the install XP cd, go to recovery mode and on the recovery prompt enter command, fixboot and fixmbr. You should be done.

Try entering "F8" when booting windows. I once helped a neighbor with a Windows problem. The "Administrator" password for the local account may not have been set. That local Administrator account is accessible when booting in the "safe" mode. Select the "recovery option" and try entering nothing at the password prompt. Also if you boot from the install disk, you may not need it.

No. You are getting it all wrong. You need to boot from the windows cd and then go to the rescue mode. And on that rescue prompt, you need to issue those commands.
Anyhow, how does it matter if you have administrator password or not. You can not even boot into windows, is not it?
