Great GUI website manager - not webmin?

Evening to everybody!

My boss just called me up with a problem. We have an ancient dual processor box that is running RH 9.0, and all it is doing is some websites and DNS for us. One of the websites is a friend of his, and the gentleman in question wants a GUI interface to manage his site.

I had checked both here and google for suggestions, and I kept running across http://webmin.com. That seemed like a fine solution for me, but the boss shot it down, saying it allowed access to too many things. We don't want this guy touching the apache or BIND settings on the machine, but we do need him to be able to add and delete directories and files within his site.

I proposed creating a user account for this guy, and restricting him to only being able to have rwx permissions in his home directory, but again the boss thought this was unsafe. I don't have any details on why he thinks this is unsafe - I doubt his friend is going to try to get SU rights and crash things, but I don't know.

Does anyone know of a very restrictive program that would allow full administration of a website, but not give any type of access to core services (Apache and BIND), and also keep the user from tweaking any of the other sites running on the server?

Thanks for your time,
JimBass

Probably in your case your best option would to be to install something like cpanel or cpanel itself for this guy.
