What is the command that a user can enter for graphical terminal emulator to start the display configuration program?

Welcome to LQ!!

I am not quite sure what you are asking. In the typical Linux setup, there are 2 ways to have a terminal: 1) as a window in the GUI desktop, or 2) By switching to a text console using ctrl-alt-F1. By "graphical terminal", I'm guessing that you mean #1, but a terminal of any kind involves entering text (command-line interface)

What "display configuration program" are you talking about?

Also, please tell us what distro (version) of Linux you are using.

I could not help but notice the highlighted part of this quote, and it made me wonder if this (ctrl-alt-F1 i.e) should be done while in graphical mode or while the system boots up?

you press it after the system has finished booting
