Got "Cannot load target charset koi8-r" with xls2csv on on Linux RHEL 5

It is different ( better ? ) with utf-8 :

/exe/gidt/bin/xls2csv -d utf-8
Cannod read substitution map ascii.specchars

Any idea ?
