Grub 0.97 is Grub Legacy which hasn't been used on most major Linux distributions for years and if you are getting that message booting from the hard drive, then there must have been and install of some older Linux at some point. Do you have any operating system on this computer now? If so, what is it?

If you are unable to boot your windows installer from the usb, you might be better off at a windows forum as it is a windows problem. Posting more details on what you have might help as there are a number of members here who are familiar with it.

Is it a pre-owned laptop? It seems to be trying to boot from the hard disk.
You may need to go into BIOS to make sure it boots from the usb.
Normally something like F8 at post screen will do this. it may even tell you how to get to BIOS on the post screen when you start up the laptop.
