su will switch you to root
Why isn't the yum install working, are you running it as root or as a normal user?

i'm on root.....but when i was run "yum install gcc-c++" command an error occurs that no package gcc-c++ available

it looks like you are not paying for red hat
all you have installed is the community epel repo
if you do not buy the required license you basically DO NOT install software
if you ARE paying for the license ask your paid for red hat tech support
if not
do not use RHEL and install one of the FREE rebuilds
