Question Gallium OS apt update VERY slow...

I have an Asus Chromebook that I wiped Chrome OS off of and put Gallium OS on. I have been loving it and find it very useful and now powerful.

I am now having a problem that I can't solve. Yesterday my apt update became very slow. So slow that it was taking 12mins 1sec (424 B/s) to do an update check. It seemed to have started around the same time I put DNScrypt on it. I had DNScrypt working properly and my internet speed was still in the low 100's mbps. I was up late/early this morning messing around with it and searching DDG for any solution(s). Nothing had worked so I ended up removing DNScrypt and putting my .socket and .service files back to stock, changed my DNS back to 127.0.0.1, and did the sudo apt remove dnscrypt-proxy command.

I then restarted and verified that DNScrypt is no longer running. I then did another sudo apt update and no changed has happened- still a very slow apt update.

What do I need to do?

Thank you for your help!

Gallium OS
Ubuntu 16.04 xenial
Kernal x86_64 Linux 4.14.14-galliumos
DE XFCE
WM Xfwm4
CPU Intel Celeron N3060 @ 2.4GHz
Ram 574MB / 1942MB

Now my other laptop (Linux Mint 18.3) is doing the same but now it's locked:

Reading package lists... Done
E: Could not get lock /var/lib/apt/lists/lock - open (11: Resource temporarily unavailable)
E: Unable to lock directory /var/lib/apt/lists/

This crap is kicking my a$$. I really can't imagine what has happened. I don't think my network would be compromised. I don't posses enough skill to figure out these annoyances.

Talking

WOW! So as a stroke of luck (and almost twelve hours of searching and reading) I found the solution!

https://askubuntu.com/questions/6203...ntu-com#787491

All I had to do was uncomment # precedence ::ffff:0:0/96 100 in /etc/gai.conf

Restart the network manager and boom!

Dang- what a pain in the butt! LOL! Does anyone know what caused this to happen? Was it something on my ISP side (enabling IPv6 on their side?)

Thanks!
