Are you asking about the permissions for the actual files and directories in regard to the FTP user logging in? Or are you looking to setup something FTP-server specific, like a chroot jail, or disabling FTP writes?
Beyond the basic file permissions, you will need to determine (or at least let us know) what FTP server you are actually using before any suggestions can be made about settings for it.
I just want to set up a FTP server and for it to be secure.
I don't the possibility of hackers getting on my server and being able to host things off my hard drive.
If you could tell me how to modify the settings, I'd appreciate it.

What FTP server software are you using ? Do you want anonymous login or username login as well.
Would you like users to be able to upload files or just download them ?
