ftp quota probs - 0kb files at quota limit


I have a problem, one of the boxes in our setup is doing the following:

When a file is ftp'd which puts the account over quota it will still publish a partial file. Subsequent attempts to publish files will bring the "452 Error writing file: Disk quota exceeded" However a zero or 1KB file is still publish to the server.

The real downside is that if they add files up to their quota, and then attempt to publish their index.html, it could possibly overwrite the index.html as 0kb.

Any ideas?
