Question ftp and webserver (mandrake)

Where can I find information on how to configure a webserver and ftpserver?

I want to be able to make a user.
User must be able to upload html files to his own folder on the webserver.
htt p://webserver/~user must show uploaded website.

Is there a how-to for?
