you might want to make sure the cyrillic directory (usually /usr/lib/X11/fonts/cyrillic) is in your font paths, e.g., in your X config, /etc/fonts/, ~/.fonts.conf, etc. otherwise, afaik it should work with the default kernel options, did you upgrade your kernel? does it screw up with all browsers or just one?

mouse type: change from what to what? can't really help without more info.

Your mouse settings are in /etc/X11/xorg.conf

If you want to get your scroll wheel to work you'll have to have the the following line in your mouse section of that file.

Option "ZAxisMapping" "4 5"

Here's mine to show you the context:

Code:
Section "InputDevice"

# Identifier and driver

    Identifier "Mouse1"
    Driver "mouse"
    Option "Protocol" "IMPS/2"
    Option "Device" "/dev/mouse"
    Option "ZAxisMapping" "4 5"
Hope that helps
