Forum editing codes for HTML set to "off", and unalterable

Sorry, getting no other responses so posting here.

My "html codes" setting (for editing a pre-post to the Forum) is set to "off" - and cannot be altered (it seems). How do I reset it to "on"?

Use [code][/code]
around any html code you wish to include.
Code:

<div align="center">
        <div class="smallfont" align="center">
<a href="http://www.lqconsulting.com/">Open Source Consulting</a> |
<a href="http://www.lqconsulting.com/client/check.php">Domain Registration</a>
</div><br /><br />

        <div class="smallfont" align="center">

        </div>
</div>

Hit quote and see how.
