Do you have the compiz-fusion icon in the top menu bar ? right click on it and on CompizConfig Settings Manager window, select the water effect icon. In the Actions tab, expand the General item. In the column Key you will see the keys to activate this feature. The default is Shift+F9.

Similar to fire effect.

Go to the Compiz Settings Manager and look for the "paint fire on screen" or something similar to that, checkmark it to enable. As mentioned before use the actions tab to find the key bindings which is shift+super+mouse (super = windows key) for fire, those key bindings can be changed also to meet your needs.
