On the phone, or on the laptop? If it is root permission on the laptop, use sudo ahead of the command you are running. It will prompt you for the root password ( it was set at install time ).
The phone runs android OS from what I can determine. If that is where you need root access, you need to root the phone. There are several programs that claim to do the job. z4root, gingerbreak, and super one click come to mind.
I have an android phone, and on it you do not need root privileges to copy files over the USB connection. On mine you have to enable the usb connection after plugging it into the system.
