Question file shares and permissions

does anybody know if it is possible to share a file on a small network and have the permission set to where a user is able to change a file and not be able to delete the file

Hmm.. as far as I know "changing" and "deleting" are one in the same as regards most Linux filing systems. Have you take a look at an alternative filing system like ReiserFS or XFS? Maybe they support something like this. But as far as I know ext3 / ext2 won't be able to do this.

Only the owner of a file can delete the file. You can give users and groups permissions to read and write, but only the owner can delete it entirely.

There is nothing to prevent a user from deleting content when there is write permission. So, a user could delete the contents of the file, but not the file itself.
