File permissions in MySQL

Okay, here's my second MySQL/Linux question... I have a dim grasp of changing file permissions. I get the concept, anyway. I know that as I installed mySQL, it also only made it that I can access things as root, so I know I have to chmod something. Question is: what? What file do I go into and change? Is it just the file named mysql?

Also, I know the command is chmod. Do you need the --option, or can you just go chmod u+rwx filename or whatever?

Sorry for the dumb questions. You guys rock.

Create a new user with PHPmyAdmin.

You can grant any privileges you want to a user
