fetchmail socket error

Recently my provider shited the mail server to some new
location.even after having changed the mail settings ie the new server
ip thru webmin to my .fetchmailrc file I can not receive mails.
I can access the webmailend of the server with the specified port
ref.thru my browser, but putting the same ip & port address to the
fetcmailrc file does not make fetchmail work.

I have some doubts here

i configure fetchmail thru webmin where i define
the server to poll , now I have some 30 users ,

1. do i need to create mail server user details for each user ?
or as I have it presently where i added one user only.
if i just create one user it says -

I tried fetchmail -N --verbose
