fdisk problem

i am trying to format a disk and create a partition for the whole disk. the prob that i'm facing is when i mount the disk, it doesn't seem to have done anything. it is only reading half of the disk. the old partitions where / at 10000 and home at 10000. when i fdisk the label is /. i can't figure out why it is only using half of the disk
