fdisk lsblk, parted do not work

Hi,
I have Package util-linux-ng-2.17.2-10.fc13.x86_64 already installed
I am trying to use somme commands in terminal such as fdisk or lsblk or parted....
I get
"Command not found. Install package 'util-linux-ng' to provide command 'fdisk'? [N/y]
when I type Y, it indicates
Failed to install packages: could not do simulate: The packages are already all installed
which is true, I tried to remove and reinstall but I can not

What is needed to be done
Thanks in advance

Why fc13 ? Fedora is on v20; you might be better off using that, as the repos for 13 are long gone.

Well, I have this box which I use since 4 years to do some POCs for interoperability mainly for web services and integration with some tools like wso2, drupal.....
As I am not a system expert nor a linux expert, I am not able to find a good solution to backup my linux box and then do an upgrade to onther version.
4 years back, I remmeber when upgrading from fedora 12 to 13, a lot of configuration and settings have been changed by the upgrade and needed to redo alot of reconfiguration

I tried to upgrade to fedora 14, 16, 17, using
System menu > Administration > Software Upgrade > I have an alert indicating "New distribution upgrade release Fedora 14 is available,

Clicking on the Upgrade button, I get several option, either fedora 16 or 15 or 17
No option is going through as I am getting the following error message

"Cannot find a valid baseurl for repo: preupgrade This could be caused by a missing network connection or a bad mirror."

Thanks for your help

Too many unsupported versions to upgrade across which means packages aren't available. You can however resize & create unallocated space to install new OS to, then copy data over to new OS.
After that edit fstab & remove the original OS.
