I have a Toshiba Satellite L755. I was able to boot from a cd.

There is an icon to install Lubuntu 16.10 but when I click it or any other programs the error says:

Failed to execute child process "sudo" (input/output error)

Can you please check that the SHA256 hash of the Lubuntu 16.10 ISO that you downloaded matches the one on the website:

http://cdimage.ubuntu.com/lubuntu/re...ase/SHA256SUMS

Can I ask why you are installing 16.10? It will only be supported until this month. The latest version is 17.04, which will be supported until January 2018. The latest LTS (Long Term Support) version is 16.04 which will be supported until April 2021.

I thought 16.10 was the best to use but, so should I use 16.04? I would like a version that I won't have to upgrade for awhile but also with the least amount of bugs

Yes, unless you have a good reason to install 17.04, the 16.04 LTS would be a better bet.
