I use Redhat 6.3 , when I install run "yum install vsftpd" , it pops the following error, does it mean the library is not support , I have to update the kernel ? thanks

It very clearly tells you that it can't find the local repository. So load the cd or DVD. And if you're having problems with rhel, have you called Red Hat support?
I only changed the files rhel-source.repo , local.repo as above , is there anything else that I need to do for changing the repository to make it can use yum install ?

If you're in such a hurry, then CONTACT RED HAT SUPPORT...you are PAYING for it with your RHEL subscription. They are there for you 24/7...so call them if you're in a hurry. If you don't want to, try Google, since the VERY FIRST HIT for "how to set up local dvd for red hat repository" is (AMAZINGLY), from Red Hat's own website: https://access.redhat.com/solutions/328863
And again, as you were asked before, you said you ALREADY installed vsftpd from another of your threads...making this thread about NOT being able to install it seem rather odd. Which is it?

the redhat support in our company is terminated , therefore , we do not have redhat support now.
for your link https://access.redhat.com/solutions/328863 , it is setup the local media , if I want to connect internet for repository rather than local media , what I need to do is just point to the right http/ftp in two files rhel-source.repo , local.repo ?

Then you need to re-subscribe, period. Without support, you are only running an insecure, unstable server.

You need to READ THE INSTRUCTIONS AND FOLLOW THEM. Again, without PAYING FOR RHEL, you WILL NOT be able to use the repositories online, period. That's what you're paying for.
You have been asked questions that you still haven't answered...we'll try again:
Have you installed vsftpd or not?
If not, why did you say you did, and specifically say you were having configuration questions?
How, exactly, did you read the Red Hat link, when you need to be a PAYING RHEL SUBSCRIBER to read it???
Did you not look up ANY of the many, easily-found links on how to set up a local repository?
