Question Explanation of "ps -eo pcpu, pid, user, args"

Hey guys. I want to know a detailed explanation for the output display of "ps -eo pcpu, pid, user, args". Is the %CPU being displayed considered the average CPU? How does this %CPU calculated?

sample output of "ps -eo pcpu, pid, user, args"

%CPU PID USER COMMAND
0.2 23898 root /usr/X11R6/bin/X :0 -audit 0 -auth /var/gdm/:0.Xauth vt7
