/etc/fstab error - RH9

I am running the following command
fsck -b <block> /dev/sda1
and
fsck -b <block> /dev/sda2
I get the following error when I hit enter:
WARNING: couldnt open /etc/fstab: no such file or directory.

I am booting off the RH9 cd1 and running recuse mode.
Any ideas why it wont let me fix the superblock.

when you go into rescue mode the partitions are not mounted. so it is not able to find the '/etc/fstab' file and so not able to map the partitions if that is the word i can use.

anyways i think you can login into single user mode and then do these things
