I am trying to compile source file into binary by "make" command.. but its showing the following message
make -C /lib/modules/4.12.0-kali2-amd64/build M=/root/Desktop/ipwraw-ng modules
make[1]: Entering directory '/lib/modules/4.12.0-kali2-amd64/build'
make[1]: *** No rule to make target 'modules'. Stop.
make[1]: Leaving directory '/lib/modules/4.12.0-kali2-amd64/build'
Makefile:114: recipe for target 'modules' failed
make: *** [modules] Error 2

i am running kali linux 2.0

I need help to solve this problem

The directory you're looking into, is the target directory for the kernel modules. The 'build' file doesn't seem to be a Makefile and that is why you're getting a strange looking error -- No rule to make target 'modules'

To me, kali-linux looks similar to Debian. Debian is using a 'module-assistant' to do the building for you. Can you check, if the description from the debian kernel handobok will work for you?
