error in bringing up the eth0 interface

i just installed RHEL 5.1.
i set static ipaddress for the network card 'eth0'.
yet there is an error message in bringing up my ethernet interface.

when i type the command 'ifup eth0' the error message is

SIOCSIFLAGS: Device or resource is busy
Failed to bring up eth0

i even reinstalled RHEL5.1 still the same problem
is it a driver problem?
my other pc with RHEL5.1 works fine

What does "ifconfig" by itself tell you?
