Enable SSI problems?

good day to all.

i have problem regarding on server-side-include files.
although i enable ssi on my httpd.conf
AddType text/html .shtml
AddHandler server-parsed .shtml
still my <!--#include virtual="/web/shtml_docs/index.shtml"-->
inside my index.html file doest work or parsed. em i missing something?

and i found this on apache tutorial to "have the following directive either in your httpd.conf:"
Options +Includes
but i dont know how to put them. can anybody show me how to do this?
please help. and thanks in advance..
