What's the best way to enable Bluetooth on an Acer Travelmate 4200 ?

I think you gave too little information.
>> Which distro to you run, e.g. is it Slackware?
>> Which desktop environment do you run, e.g. is it KDE?

By the way, I am currently struggling (sadly without success) to get bluetooth going on a Kubuntu 8.10 Linux, running the KDE4.2 desktop --- at the least I request you to look at some of the bright ideas I got from friends here:
