It appears that you need to set the webcam software to save an image at the appropriate intervals, then the webpage grabs the saved image (not the live one) at intervals. It's not the same as streaming content, but this might get you started.
Aside: Generally, I've found the About dot com tutorials pretty well done, excellent when you consider the price.
