Have you tried creating a linux boot disk in RH9 and then using that to boot your linux and then you can reinstall your grub in the mbr again. Why do you have to keep reinstalling Win98 all the time?

Run as root:
dd if=/dev/hda of=/dev/fd0 bs=512 count=1
This will make a bootdisk for you that will let you boot after the Windows is installed. Boot with this, then run 'grub-install /dev/hda' to restore bootloader.
