RHEL 3 is obsolete. The current release is RHEL 6.

RHEL is available from http://redhat.com

Remember that RHEL is commercial: you pay, or you can't get new software and updates. If you need something like Red Hat, but free, there's CentOS. If you just need a very stable system that doesn't keep producing new versions every 6 months, try Debian.
