No, you can download the 1st one(if I am right) for basic system.

Another option is to use the netinst (net install) disc to install the base system and then install anything else you need from the net using a tool like aptitude.

I used the netinstall version (both using a cd and a USB stick), but if, like me, you prefer KDE to Gnoe, there is a single KDE install disk- http://cdimage.debian.org/debian-cd/4.0_r1/i386/iso-cd/ scroll down to the bottom for both KDE and XFCE versions (or go up and over to your platform- amd64, s390 or whatever ;).

The net install is by far the best way to go unless you are using dial-up. If you are on dial-up it may be better to buy a set of disks or if you have a friend with braud-band have them download a set of disks for you.

The 21 disks give you everything about 18,000 packages, so dial-up would'nt matter.

From the official Debian FAQ;

"Furthermore, in most cases it is not necessary to download all of the images for your architecture. The packages are sorted by popularity: The first CD/DVD contains the installation system and the most popular packages. The second one contains slightly less popular ones, the third one even less popular ones, etc. You will probably only need the first DVD (or the first two CDs) unless you have very special requirements.
