I very much appreciate this information, but, I don't know how to proceed. Can anyone please explain the procedure for completing this? I've done a million searches and cannot find how to do this. thanks in advance for your help.

Your link says
found in Linux Kernels: from 2.6.28 release still available on 2.6.29 release
 module created: gspca_pac207
As root, try
modprobe gspca_pac207
and see if it works.
No error message means the module loaded.
