kde-control centre - icons - install new icon theme- select the zip file
sometimes, the icon sets may have a 'buildset' file in them...extract that file and do a './buildset'.......follow instructions and at the end of it all a new compressed archive should be created...then select that file thru the process described above
(remember, unless there is a buildset in the archive there is no need to extract it...just select the zip file itself when installing the new theme)

sometimes it's a matter of copying and pasting into /usr/share/icons /usr/share/icons or .kde/share/icons if they are not automatically installed by KDE.

You have to install as root if you are installing anything other than in your /home directory, You extract the zip file as a normal user, then do
$su
$cp icons.png /usr/shar/icons/.
