DNS for Static IP

I'm currently running Apache with a static IP (through Speakeasy) and plan to register a new domain name. Obviously when I try to register a domain, they want the IP of a primary and secondary name server. I understand what DNS is, but not sure who does it. Do I have to setup DNS (Bind?) for one, none or both?

I've seen these, but still was not sure...

You either have to setup your own DNS to give to your registrar or go thru other services like you mentioned. I actually use for mine to eliminate my need of setting up a DNS server. Its free, easy to setup and use as well.

i use .... is the real deal...
they have a lot of tools... for redirectioning....
