disk quota root partition

How can i configure disk quotas for / partition, in my pc i have only 2 mount points: /boot e / and i want enable disk quota for /var/spool/mail but i don't have a partition with mount point /var and this not work: quotaon: using //aquota.user on
/dev/hda5: Invalid Argument. If i try to enable quotas on other disk all work fine. Is not possible to enable quotas on root filesystem? Scuse for my bad english.
