Thumbs up disable termial in ubuntu


hi guys...is it possible to disable terminal for all users in ubuntu...?

if its possible can pls help..

thank u bro..its working.

i am facing one prob bro..i refered many links in goole..but password policy not wroking..i want enfocre password complexity, max password age=40 days , warning=14 days and should not use last 5 password...can u help..?
