difference of nagios-plugins vs nagios-plugins-all rpm


I am abit confused as to the purpose of those two rpm packages installed from epel repository. As far as i can see , nagios-plugins package just installs a few scripts:

What is the purpose of nagios-plugins package and utils.sh ?
Why two separate packages?

I think some of the nagios plugins read the utils.sh - that explains the dependency.

Why it was divided? Don't know.
On SuSE I have even met packages with mutual/circular dependencies: you can install them all or none of them.
