You have not given the diff. only you said it is new one. So kindly confirm me some point more

Go download mod_bwshare-0.2.1.zip, mod_bw-0.92.tgz and mod-cband-0.9.6.1.tgz, inspect and post back:
- the Apache major version the package is supposed to work with,
- source file time stamps,
- configuration options offered in the respective packages README's.
