dialing through chestnut dialer in non root user mode

dialing through chestnut dialer in non root user mode
impt....I use Vector Linux 5.8
i have tried using chestnut dialer in root account to connect to the net and it works...how can i accecc the same in a non root account...it says permission not denied in non root user mode
