Device eth0 initialization failed

Hi all

I might be the dumbest of all the newbies in this forum, so kindly bear with me.
I have WinXP and FC2 both on my PC with sis900 as the onboard inbuilt ethernet card.
On cold boot to linux, eth0 fails to initialize. It works perfectly with XP.But if I boot XP initially and reboot linux without turning off power, eth0 gives no problems. So there is no problem with the hardware nor my network settings in Fedora.
The hardware browser shows that the sis900 card is present, and that he driver is in /dev/eth0 .But there is no eth0 directory in /dev.
I am unable to figure out what the problem is.
I tried changing the order by which devices initialize on bootup but that didnot help.
I dont know if the driver is right or where it is, but when i try downloading the driver(.c file) , and installing it, it gives compilation errors.
Does sis900 require pnp to be disabled?Mine is a Phoenix BIOS, and doesnt have a single PnP OS yes or no option. It has seperate options for each PCI slot, though.
Does setting PnP to 'no' affect WinXP?

I am at my wits end.Can someone help?

Is hotplug enabled?

Having PnP enabled is a good idea.
