Question Detect usb in kernel without hotplug. How?

I have on my stb stlinux with kernel 2.6.11.12. I do not have all source code and I cannot recompiled it all. The only thing what I could do is add the other modules by insmod.
I create modules for usb(usbcore, ehci-hcd, ohci-hcd, usb-storage...). But the kernel has no support for hotplug(nor hotplug module).
How can I detect and use usb?
When I plug-in a device nothing happen and nothing in dmesg. For example mouse or flash disc only blinks and turn off. System do nothing. /proc/bus/usb is empty... lsusb write nothing.

What could I do to make usb running?

Not sure what you have exactly. Hotplug has been in distro's for a long time. The stlinux is a arm based distro isn't it?

Not much documentation
http://www.stlinux.com/howto/usb
When the root file system is accessed through a USB device it may be necessary to delay mounting the file system until the USB device has been recognized. This is done using the rootdelay=
kernel command line option, where
is the delay in seconds.
