The same way you would have done under Windows!

Click the menu at the bottom left. Under "Preferences" you should find an icon for "Background" or "Desktop". From there you can change what image is used, and how the image is sized or not.

Hi and welcome to LQ! Need to clarify what exactly is "too big".
Do you have to 'scroll' the 'whole screen', to get to icons, which are 'off' the edge?
Tell us a bit more about your PC:
How is Mint installed/setup? Windows? (Do you know how to get a 'terminal', to do shell commands [for debugging]?)
Have you ever: right-clicked on desktop background, Properties->Settings "Screen resolution"??
(*IF* one has *never* 'been there' in Windows, then this whole concept would be foreign!)
For *example*, my PC is a netbook, with WinXP "Screen resolution" of 1024x600; Mint/etc. runs in a VirtualBox window.
The Linux icons 'fall/scroll off' my screen! (my 'screen' is: my VBox ['application'] *window*)
Any Linux "Screen resolution" greater than about 900x500 (which is NOT an option!!) is "too big"
So, maybe, 'I feel your problem', too!
Looking forward to hearing more details from you!
Best wishes, and I hope you enjoy your Linux journey! p.s. what is your Linux 'goal'?
