Desktop customization. what os to us and running simple comands

Hello all,
I represent a Not for profit organization here in ont, canada. We are working on making a propriatary system using linux for our mobile units. We have computers in our vehicles more than capable to handle any code needed. we have a list of programs i need to run in seprate desktops and LOCKED. the layout will look close to this

a button in the top corner of all desktops to open a multi button gui (**ill need help with this as well ill explain at the bottom)
Desktop 1- gps map & messanger
Desktop 2- browser & ALPR camera (+background commands )
Desktop 3- CCTV
Desktop 4- excel program

I want them to be able to fill the screen (respective to each other)
not be able to be moved and retain the button to be opened at anytime.

**i need this to be able to output though a usb to a circuit to have 10+ outputs of 3.3-5V for an arduino/ mosfet controler

i have a lot of things to get done and im in no rush, but id like to get it done sooner then later.

I'M NOT LOOKING FOR SOMEONE TO DO ALL THE WORK FOR US. I just want some guidance and direction to where i can learn exactly what i need.

You might want to look into kiosk mode. It looks like it offers some of the capabilities you are interested in and may be a good starting point.
